Programme Energy Security and Resource Efficiency in Somaliland Programme (ESRES)
  1. The Energy Security and Resources Efficiency in Somaliland Programme (ESRES) seeks to invest in Hybrid Mini-grids in collaboration with the Ministry of Energy and Minerals (MoEM) and the private sector in Somaliland. The Programme is being financed by the UK’s Department for International Development (DFID).
  2. The investment in Hybrid Mini-grids by ESRES is a pilot programme to promote Renewable Energy development in Somaliland. Hybrid Mini-grids that use Renewable Energy have advantages over mono-source systems that rely only on diesel power. However, the current technical and commercial context in Somaliland impedes widespread adoption of these systems. The experiences gained during the Pilot Phase will inform the MoEM, DFID and other stakeholders on the potential for Hybrid Mini-grids in Somaliland and the possibilities for the establishment of a Renewable Energy Fund.
  3. Due to expected needs for services from Individual Consultants to support the implementation of projects supported by ESRES, the Secretariat is developing a Roster of Individual Consultants. On the basis of requests for individual consultancy service, the consultants included in the Roster will be approached through a Specific Procurement Notice for a competitive process to deliver on specific Terms of Reference relevant to their areas of interest and expertise.
  4. Individual Consultants in the following fields are requested to respond:
Solar and Wind Expert Description:
The Energy Expert with Renewable Energy generation expertise in development of Hybrid Mini-grids will guide contractors in tendering for RE projects in the rural sector. Provide expertise in designing and adapting new or existing small mini-grids with wind, solar power and backup storage.

Design systems using new renewable energy technology to suit remote areas with little knowledge on Operation and Maintenance.  Design in renewable energy generation with existing power systems and upgrade distribution systems including using new technology in customer connections. Experience assessing solar and wind water pumping technologies and preparing associated cost estimates.

Specific requirements:

  • A minimum of 10 years working experience in development sectors and consultancy services
  • A minimum of 4 years of experience in renewable energy study and development.
  • A minimum of 4 years in writing up proposals for renewable energy generation for hybrid mini-grids.
  • A MSc degree in Energy Technology, Electrical or other related fields.
Procurement / Contract Expert:

 

Description:

The Procurement / contract Expert with expertise in formulates and coordinates procurement proposals, the Expert will guide contractors in tendering for RE projects in the rural sector. Provide expertise in procurement and contract management conditions related to Hybrid Mini-grid supply, installation of RE generation and distribution upgrades.

Write up full proposals using EPC and PPP contracts proposals with legal knowledge and attention to detail in preparing bids.  Ensure that proposals are delivered in accordance with agreed terms and conditions.  Assist in preparing cost-effective financial quotes and experienced in technical proposals for RE or Hybrid Mini-grid proposals.
Specific requirements:

  • A minimum of 10 years working experience in development sectors and consultancy services
  • A minimum of 4 years of experience in renewable energy procurement / contract management.
  • A minimum of 4 years in writing up proposals for renewable energy generation for hybrid mini-grids.
  • A BSc degree in supply chain management, logistics or business administration.
Renewable Energy Construction Field Engineer

 

Description:
Experience in the oversight, coordination, management, support, documentation and field reporting for all aspects of solar and wind farms electrical construction.  Experience in solar and turbine wiring, collector systems, interconnect substations, utility switchyards and distribution networks.

Assist with the coordination between ESRES Secretariat and Contractor to expedite and coordinate material delivery, installation and commissioning.  Verify installation of quantities according to specifications and standards.  Ensure that work is accomplished efficiently and with quality as specified.  Insure that work is performed in accordance with sound safety practices.

Specific requirements:

  • A minimum of 10 years working experience in development sectors and consultancy services
  • A minimum of 4 years of experience in renewable energy engineering or related work.
  • A minimum of 2-4 years in engineering construction terms and methods, including construction inspection procedures for renewable energy generation for hybrid mini-grids.
  • A BSc degree in Electrical Engineering, Construction Engineering, Construction Management, or equivalent degree.
